?會議強調(diao),黨的十八大(da)以(yi)來,全國行(xing)政(zheng)(zheng)區劃(hua)(hua)設(she)置和調(diao)整工作總體(ti)(ti)穩(wen)慎有(you)序推進。要(yao)(yao)加強黨中(zhong)(zhong)央對(dui)行(xing)政(zheng)(zheng)區劃(hua)(hua)工作的集中(zhong)(zhong)統一領導,行(xing)政(zheng)(zheng)區劃(hua)(hua)的重(zhong)(zhong)大(da)改(gai)(gai)革、重(zhong)(zhong)要(yao)(yao)政(zheng)(zheng)策、重(zhong)(zhong)大(da)調(diao)整由黨中(zhong)(zhong)央研(yan)究(jiu)(jiu)決(jue)策。要(yao)(yao)加強戰(zhan)略性(xing)、系統性(xing)、前瞻性(xing)研(yan)究(jiu)(jiu),組織(zhi)研(yan)究(jiu)(jiu)擬定(ding)行(xing)政(zheng)(zheng)區劃(hua)(hua)總體(ti)(ti)規劃(hua)(hua)思路,提(ti)升行(xing)政(zheng)(zheng)區劃(hua)(hua)設(she)置的科學性(xing)、規范性(xing)、有(you)效性(xing),確保行(xing)政(zheng)(zheng)區劃(hua)(hua)設(she)置和調(diao)整同國家發展戰(zhan)略、經(jing)濟社(she)會發展、國防建(jian)設(she)需(xu)要(yao)(yao)相適應。要(yao)(yao)把歷史(shi)文化傳承保護放在更(geng)(geng)重(zhong)(zhong)要(yao)(yao)位置,深入(ru)研(yan)究(jiu)(jiu)我國行(xing)政(zheng)(zheng)區劃(hua)(hua)設(she)置歷史(shi)經(jing)驗,穩(wen)慎對(dui)待行(xing)政(zheng)(zheng)區劃(hua)(hua)更(geng)(geng)名,不(bu)(bu)隨意更(geng)(geng)改(gai)(gai)老(lao)地名。要(yao)(yao)堅持行(xing)政(zheng)(zheng)區劃(hua)(hua)保持總體(ti)(ti)穩(wen)定(ding),做到非必要(yao)(yao)的不(bu)(bu)調(diao)、拿(na)不(bu)(bu)準的不(bu)(bu)動、時機條(tiao)件不(bu)(bu)成(cheng)熟(shu)的不(bu)(bu)改(gai)(gai)。要(yao)(yao)完善行(xing)政(zheng)(zheng)區劃(hua)(hua)調(diao)整標準體(ti)(ti)系,加強行(xing)政(zheng)(zheng)區劃(hua)(hua)同相關政(zheng)(zheng)策、規劃(hua)(hua)、標準的協調(diao)銜接(jie),依法(fa)加強行(xing)政(zheng)(zheng)區劃(hua)(hua)管理。
?會(hui)議指出,開展科技人才(cai)評(ping)(ping)價改革試點(dian),要(yao)(yao)堅持德(de)才(cai)兼(jian)備,按照(zhao)承(cheng)擔國(guo)家重大攻關任務以及基礎研究、應用研究和技術開發、社會(hui)公益研究等(deng)分類進行(xing)人才(cai)評(ping)(ping)價,從構建符合科研活動特點(dian)的評(ping)(ping)價指標(biao)、創(chuang)新評(ping)(ping)價方式(shi)、完善用人單位(wei)內部制度(du)建設等(deng)方面提出試點(dian)任務,形成可(ke)操作可(ke)復制可(ke)推廣的有(you)效(xiao)做法。有(you)關部門(men)和地方要(yao)(yao)加強對試點(dian)單位(wei)的指導(dao),推動試點(dian)工作順利實施。
