消費是經濟(ji)增(zeng)長的(de)重要引擎,是暢通國民經濟(ji)循環的(de)重要支撐,也(ye)是我國經濟(ji)發展巨大潛(qian)力所在(zai)。近日,中(zhong)共中(zhong)央辦(ban)公廳、國務院辦(ban)公廳印發《提振(zhen)消費專項行(xing)動方案(an)》(以(yi)下簡稱“《方案(an)》”),從8方面提出30條政策舉措,向全社會釋放(fang)了黨中(zhong)央以(yi)更(geng)大力度和(he)更(geng)精準措施提振(zhen)消費的(de)堅定決(jue)心。
消(xiao)費(fei)(fei)是(shi)最終需(xu)求,既關(guan)系著經(jing)濟(ji)發(fa)展(zhan),也(ye)關(guan)系著人民群眾對美好生活的(de)(de)向往。近年(nian)來,在我國(guo)(guo)拉動(dong)(dong)經(jing)濟(ji)的(de)(de)“三駕馬車”中(zhong),消(xiao)費(fei)(fei)的(de)(de)作用和(he)地位更加凸(tu)顯,消(xiao)費(fei)(fei)已(yi)成為拉動(dong)(dong)我國(guo)(guo)經(jing)濟(ji)增(zeng)(zeng)長的(de)(de)主(zhu)要(yao)動(dong)(dong)力(li)。2023年(nian),消(xiao)費(fei)(fei)對于我國(guo)(guo)經(jing)濟(ji)增(zeng)(zeng)長的(de)(de)貢獻(xian)率達到了(le)82.5%。2024年(nian)以來,面對我國(guo)(guo)經(jing)濟(ji)發(fa)展(zhan)的(de)(de)復雜嚴(yan)峻形勢,習近平(ping)總(zong)書記(ji)多(duo)次主(zhu)持(chi)召開中(zhong)央政(zheng)治(zhi)局會議分(fen)析(xi)研(yan)究(jiu)經(jing)濟(ji)形勢、部(bu)署經(jing)濟(ji)工作,針對內需(xu)不(bu)足等(deng)突出(chu)問題有針對性提出(chu)“以提振(zhen)消(xiao)費(fei)(fei)為重(zhong)(zhong)點擴(kuo)大(da)國(guo)(guo)內需(xu)求”,大(da)力(li)推出(chu)“兩新”政(zheng)策,不(bu)斷釋(shi)放消(xiao)費(fei)(fei)潛力(li)。2024年(nian)全(quan)國(guo)(guo)社(she)會消(xiao)費(fei)(fei)品(pin)零(ling)售總(zong)額487895億元,比上年(nian)增(zeng)(zeng)長3.5%;全(quan)國(guo)(guo)汽車以舊(jiu)換(huan)新超過(guo)(guo)680萬輛,超3600萬名消(xiao)費(fei)(fei)者購買(mai)8大(da)類(lei)家(jia)電以舊(jiu)換(huan)新產品(pin)超過(guo)(guo)5600萬臺(tai),家(jia)裝廚衛“煥新”補貼產品(pin)約6000萬件,電動(dong)(dong)自(zi)行車以舊(jiu)換(huan)新超過(guo)(guo)138萬輛,消(xiao)費(fei)(fei)品(pin)以舊(jiu)換(huan)新帶動(dong)(dong)相(xiang)關(guan)產品(pin)銷售額超過(guo)(guo)1.3萬億元。我國(guo)(guo)消(xiao)費(fei)(fei)市場的(de)(de)穩定(ding)增(zeng)(zeng)長為經(jing)濟(ji)平(ping)穩運(yun)行提供了(le)重(zhong)(zhong)要(yao)保障,消(xiao)費(fei)(fei)對我國(guo)(guo)經(jing)濟(ji)發(fa)展(zhan)的(de)(de)基礎性作用不(bu)斷增(zeng)(zeng)強。
全(quan)方位(wei)擴(kuo)大國(guo)內需(xu)求,提(ti)(ti)(ti)(ti)(ti)(ti)振(zhen)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)是(shi)重中之重。2024年底(di)召開的(de)(de)中央(yang)經濟工(gong)作(zuo)會議(yi)把“大力提(ti)(ti)(ti)(ti)(ti)(ti)振(zhen)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)、提(ti)(ti)(ti)(ti)(ti)(ti)高投資(zi)效益(yi),全(quan)方位(wei)擴(kuo)大國(guo)內需(xu)求”列為今年各項(xiang)重點任務之首,提(ti)(ti)(ti)(ti)(ti)(ti)出實施提(ti)(ti)(ti)(ti)(ti)(ti)振(zhen)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)專(zhuan)項(xiang)行(xing)動(dong)(dong)(dong)。今年政(zheng)府工(gong)作(zuo)報告(gao)進(jin)一步強(qiang)調(diao)“大力提(ti)(ti)(ti)(ti)(ti)(ti)振(zhen)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)”,并就“實施提(ti)(ti)(ti)(ti)(ti)(ti)振(zhen)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)專(zhuan)項(xiang)行(xing)動(dong)(dong)(dong)”作(zuo)出部(bu)(bu)署(shu)(shu),提(ti)(ti)(ti)(ti)(ti)(ti)出制定(ding)提(ti)(ti)(ti)(ti)(ti)(ti)升(sheng)(sheng)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)能(neng)(neng)力、增加優質供(gong)給、改善消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)環境專(zhuan)項(xiang)措(cuo)施,釋放多樣化、差異化消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)潛力,推動(dong)(dong)(dong)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)提(ti)(ti)(ti)(ti)(ti)(ti)質升(sheng)(sheng)級(ji)。新(xin)近公布(bu)的(de)(de)《方案》是(shi)對中央(yang)經濟工(gong)作(zuo)會議(yi)精神(shen)和政(zheng)府工(gong)作(zuo)報告(gao)的(de)(de)深(shen)化落實和詳細部(bu)(bu)署(shu)(shu)。《方案》部(bu)(bu)署(shu)(shu)了(le)七大行(xing)動(dong)(dong)(dong),包括需(xu)求端(duan)的(de)(de)城鄉居(ju)民增收促(cu)(cu)進(jin)行(xing)動(dong)(dong)(dong)、消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)能(neng)(neng)力保障支持(chi)(chi)行(xing)動(dong)(dong)(dong),供(gong)給端(duan)的(de)(de)服務消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)提(ti)(ti)(ti)(ti)(ti)(ti)質惠民行(xing)動(dong)(dong)(dong)、大宗(zong)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)更(geng)新(xin)升(sheng)(sheng)級(ji)行(xing)動(dong)(dong)(dong)、消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)品質提(ti)(ti)(ti)(ti)(ti)(ti)升(sheng)(sheng)行(xing)動(dong)(dong)(dong),以(yi)及外部(bu)(bu)環境端(duan)的(de)(de)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)環境改善提(ti)(ti)(ti)(ti)(ti)(ti)升(sheng)(sheng)行(xing)動(dong)(dong)(dong)、限(xian)制措(cuo)施清(qing)理優化行(xing)動(dong)(dong)(dong)等,進(jin)一步強(qiang)調(diao)了(le)完善投資(zi)、財(cai)政(zheng)、信(xin)貸、統計等各項(xiang)支持(chi)(chi)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)政(zheng)策(ce)。《方案》堅持(chi)(chi)目標導(dao)向和問題導(dao)向相(xiang)結合(he),以(yi)促(cu)(cu)進(jin)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)擴(kuo)量、提(ti)(ti)(ti)(ti)(ti)(ti)質、升(sheng)(sheng)級(ji)為目標,進(jin)一步破解(jie)制約消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)的(de)(de)突出矛盾問題,是(shi)一個推動(dong)(dong)(dong)供(gong)需(xu)兩端(duan)綜合(he)發力、統籌促(cu)(cu)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)和惠民生、強(qiang)化消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)政(zheng)策(ce)協同的(de)(de)綜合(he)性文件,為我國(guo)大力提(ti)(ti)(ti)(ti)(ti)(ti)振(zhen)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)、全(quan)方位(wei)擴(kuo)大國(guo)內需(xu)求提(ti)(ti)(ti)(ti)(ti)(ti)供(gong)了(le)有效制度(du)供(gong)給、注入了(le)強(qiang)大信(xin)心動(dong)(dong)(dong)力。
經(jing)過(guo)長期努力(li),我國(guo)(guo)在促消(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)方面推出了(le)許(xu)多(duo)改革舉措(cuo)、取得了(le)明顯成(cheng)效,為《方案(an)》的落(luo)地見效提供了(le)基礎條件和有(you)(you)利優(you)勢(shi)。我國(guo)(guo)擁有(you)(you)14億多(duo)人(ren)口(kou),有(you)(you)4億多(duo)全球(qiu)規模最大(da)、成(cheng)長性最好的中等收入群體,已(yi)連(lian)續(xu)十余(yu)年穩(wen)居全球(qiu)第二(er)大(da)商(shang)品消(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)市(shi)場(chang)(chang)(chang)和最大(da)網絡(luo)零售(shou)市(shi)場(chang)(chang)(chang)。我國(guo)(guo)居民(min)(min)收入穩(wen)步增(zeng)長,城鄉居民(min)(min)既有(you)(you)消(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)能力(li),也(ye)有(you)(you)消(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)升級需求(qiu)。我國(guo)(guo)城鄉之間(jian)(jian)、不同群體之間(jian)(jian)消(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)差距(ju)仍較大(da),總(zong)體消(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)水(shui)平與發(fa)達國(guo)(guo)家相比還存在較大(da)差距(ju),具(ju)有(you)(you)較大(da)的發(fa)展(zhan)潛力(li)。此外,我國(guo)(guo)消(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)市(shi)場(chang)(chang)(chang)有(you)(you)較強的創(chuang)新(xin)力(li),隨著互(hu)聯網、大(da)數據、人(ren)工(gong)智能等技(ji)術發(fa)展(zhan),消(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)新(xin)業態新(xin)模式逐(zhu)步培育壯(zhuang)大(da),新(xin)的市(shi)場(chang)(chang)(chang)空間(jian)(jian)還在不斷拓展(zhan)。今年1—2月份,我國(guo)(guo)社會消(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)品零售(shou)總(zong)額同比增(zeng)長4%,比上年全年加快0.5個百分點,消(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)品以舊換(huan)新(xin)政(zheng)策(ce)帶動了(le)相應品類商(shang)品零售(shou)額較快增(zeng)長。當前,我國(guo)(guo)超大(da)規模消(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)市(shi)場(chang)(chang)(chang)優(you)勢(shi)沒有(you)(you)改變,消(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)向好的支撐條件和基本(ben)趨勢(shi)沒有(you)(you)改變,隨著《方案(an)》一系列政(zheng)策(ce)舉措(cuo)落(luo)實落(luo)地,我國(guo)(guo)消(xiao)(xiao)(xiao)(xiao)費(fei)(fei)(fei)(fei)(fei)(fei)市(shi)場(chang)(chang)(chang)必將(jiang)迎(ying)來新(xin)的增(zeng)長點和發(fa)展(zhan)機遇。
“遇事(shi)無難易,而勇于敢為。”提振消費既是當前擴內(nei)需、穩增長的(de)重(zhong)要抓手,也是中長期轉變(bian)發展方式的(de)重(zhong)大舉措。我(wo)們要結合實(shi)際(ji)落實(shi)好(hao)《方案》各項部署,把提振消費擺到(dao)更(geng)加(jia)突出(chu)位置,加(jia)強協同(tong)聯動(dong),完(wan)善工(gong)作機(ji)制,形成促消費的(de)合力(li),推動(dong)提振消費各項政(zheng)策措施更(geng)快更(geng)好(hao)落地見效,推動(dong)我(wo)國經濟持續回升向好(hao)。
