云南省人民政府辦公廳關于加快推進政府性融資擔保高質量發展的實施意見
各州(市(shi))人民(min)政府,省直各委(wei)、辦(ban)、廳、局,中央(yang)駐滇有關單位,有關金融(rong)機構:
為進(jin)一步發(fa)(fa)揮政(zheng)府性融(rong)(rong)資擔(dan)(dan)保穩增長、調(diao)結構(gou)、促改革、惠民(min)生的重要(yao)作用(yong),發(fa)(fa)揮逆周期調(diao)節功能,助力小微企業和(he)“三農”主體紓困發(fa)(fa)展,更好服(fu)務“3815”戰略發(fa)(fa)展目標,現就加快推進(jin)我省政(zheng)府性融(rong)(rong)資擔(dan)(dan)保高質量(liang)發(fa)(fa)展提出(chu)以下意見(jian)。
一、明確發展(zhan)定位目標(biao)
(一(yi))明確發展定(ding)位(wei)。以習(xi)近平(ping)新時代(dai)中(zhong)國特色社會主(zhu)義思想為指導,全面貫徹落(luo)實(shi)黨的(de)二十(shi)大和二十(shi)屆(jie)二中(zhong)、三中(zhong)全會精神,認(ren)真落(luo)實(shi)省委十(shi)一(yi)屆(jie)七次全會要求,堅持穩中(zhong)求進工(gong)作(zuo)總基調,聚焦解決擔(dan)保(bao)合力(li)不強、銀(yin)擔(dan)合作(zuo)不暢、擔(dan)保(bao)支(zhi)持行業過度(du)集中(zhong)、風險分擔(dan)機制不健(jian)全等問題,加大政(zheng)策扶持力(li)度(du),持續(xu)優化擔(dan)保(bao)支(zhi)持的(de)產業領域,推(tui)動政(zheng)府性(xing)融資擔(dan)保(bao)機構(gou)堅守準公共定(ding)位(wei),堅持保(bao)本微利,聚焦支(zhi)小支(zhi)農,不斷(duan)提升(sheng)服務(wu)實(shi)體(ti)經濟(ji)能力(li)。
(二(er))明(ming)確發(fa)展目標。政府性融資(zi)擔保(bao)機(ji)構要(yao)圍(wei)繞(rao)“三大經濟”,聚(ju)(ju)焦高原特色農(nong)業(ye)、科(ke)技(ji)創新、文化旅游(you)、新材(cai)料、生物(wu)醫藥(yao)、先(xian)進裝備制造、綠(lv)色能(neng)源(yuan)、外貿等重點(dian)產(chan)(chan)業(ye)鏈優化資(zi)源(yuan)配(pei)置。依(yi)托資(zi)源(yuan)稟賦,根據(ju)產(chan)(chan)業(ye)規(gui)劃,發(fa)揮興產(chan)(chan)業(ye)、強龍頭(tou)、聚(ju)(ju)鏈條、補短(duan)板功能(neng)。突出就業(ye)優先(xian)導向(xiang),優先(xian)向(xiang)勞動密(mi)集型、就業(ye)友好(hao)型企業(ye)提(ti)供擔保(bao)服(fu)務,更好(hao)支持(chi)帶動就業(ye)。加大對科(ke)技(ji)創新企業(ye)支持(chi)力(li)度,推(tui)動科(ke)技(ji)產(chan)(chan)業(ye)鏈突圍(wei),積極培(pei)育發(fa)展新質生產(chan)(chan)力(li)。到2030年底,力(li)爭(zheng)全省政府性融資(zi)擔保(bao)機(ji)構支小支農(nong)擔保(bao)貸(dai)(dai)款余額(e)超(chao)過700億(yi)元,其中,聚(ju)(ju)焦重點(dian)產(chan)(chan)業(ye)鏈的擔保(bao)貸(dai)(dai)款余額(e)力(li)爭(zheng)不低于50%。
二、完善融資擔保(bao)體系
(三(san))規范(fan)三(san)級風(feng)險分(fen)擔(dan)組織(zhi)體(ti)系(xi)。按照“國家融(rong)資(zi)(zi)擔(dan)保(bao)基金—省(sheng)級政(zheng)(zheng)(zheng)府性融(rong)資(zi)(zi)再擔(dan)保(bao)機構—州(市)級政(zheng)(zheng)(zheng)府性融(rong)資(zi)(zi)擔(dan)保(bao)機構”三(san)層組織(zhi)架構,規范(fan)推進我(wo)省(sheng)政(zheng)(zheng)(zheng)府性融(rong)資(zi)(zi)擔(dan)保(bao)體(ti)系(xi)建設,有(you)效分(fen)散擔(dan)保(bao)機構風(feng)險,形(xing)成(cheng)擔(dan)保(bao)合力。各級財政(zheng)(zheng)(zheng)部(bu)門按照本級政(zheng)(zheng)(zheng)府授權履行(xing)出資(zi)(zi)人(ren)職(zhi)責,對政(zheng)(zheng)(zheng)府性融(rong)資(zi)(zi)擔(dan)保(bao)機構實(shi)施國有(you)金融(rong)資(zi)(zi)本穿透管理(li),形(xing)成(cheng)數量適中、結(jie)構合理(li)、錯位發展、穩健運行(xing)的“1+16”擔(dan)保(bao)體(ti)系(xi)。
(四)強化省級(ji)政(zheng)府(fu)(fu)(fu)性融資(zi)擔(dan)(dan)(dan)保(bao)(bao)機構(gou)的再擔(dan)(dan)(dan)保(bao)(bao)機構(gou)功能定位。省級(ji)政(zheng)府(fu)(fu)(fu)性融資(zi)擔(dan)(dan)(dan)保(bao)(bao)機構(gou)要充分發(fa)揮(hui)龍頭(tou)作(zuo)(zuo)用(yong),切實提升自身(shen)經(jing)(jing)營(ying)管理(li)水(shui)(shui)平(ping)和(he)風(feng)險控制能力(li),以再擔(dan)(dan)(dan)保(bao)(bao)業(ye)務(wu)(wu)為(wei)主(zhu)建立全省統一(yi)的政(zheng)府(fu)(fu)(fu)性融資(zi)擔(dan)(dan)(dan)保(bao)(bao)體系(xi)。發(fa)揮(hui)“機構(gou)體系(xi)核心、扶持政(zheng)策平(ping)臺、銀擔(dan)(dan)(dan)合作(zuo)(zuo)窗(chuang)口(kou)”作(zuo)(zuo)用(yong),放大(da)業(ye)務(wu)(wu)經(jing)(jing)驗、風(feng)險管理(li)、資(zi)本、人(ren)才等(deng)方面的優勢,加強與國家融資(zi)擔(dan)(dan)(dan)保(bao)(bao)基金(jin)合作(zuo)(zuo),指(zhi)導州(市)級(ji)政(zheng)府(fu)(fu)(fu)性融資(zi)擔(dan)(dan)(dan)保(bao)(bao)機構(gou)規范業(ye)務(wu)(wu)模(mo)(mo)式,持續擴大(da)業(ye)務(wu)(wu)規模(mo)(mo)。逐(zhu)步收回對(dui)州(市)、縣(市、區(qu))融資(zi)擔(dan)(dan)(dan)保(bao)(bao)公司的股(gu)權投(tou)資(zi),統一(yi)管理(li)要求和(he)服務(wu)(wu)標(biao)準(zhun),制定業(ye)務(wu)(wu)操作(zuo)(zuo)、風(feng)險控制、內(nei)控管理(li)等(deng)指(zhi)引(yin),幫助州(市)級(ji)政(zheng)府(fu)(fu)(fu)性融資(zi)擔(dan)(dan)(dan)保(bao)(bao)機構(gou)提升管理(li)水(shui)(shui)平(ping)和(he)抗風(feng)險能力(li),達(da)到增信、分險、規范作(zuo)(zuo)用(yong),引(yin)領行(xing)業(ye)發(fa)展。
(五)壯大州(zhou)(zhou)(zhou)(市(shi))級(ji)(ji)政(zheng)府(fu)(fu)性(xing)融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機(ji)(ji)構實(shi)力(li)(li)。各州(zhou)(zhou)(zhou)(市(shi))要(yao)統(tong)籌地方財(cai)力(li)(li)和(he)融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)資(zi)(zi)(zi)(zi)(zi)(zi)源,原則上培(pei)育一家資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)實(shi)力(li)(li)不(bu)(bu)低于3億元的州(zhou)(zhou)(zhou)(市(shi))級(ji)(ji)政(zheng)府(fu)(fu)性(xing)融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機(ji)(ji)構,作(zuo)為服務小微企(qi)業和(he)“三農”主(zhu)體的主(zhu)力(li)(li)軍(jun),支撐行業發展。在(zai)確(que)保(bao)(bao)(bao)機(ji)(ji)構平穩運行、業務正常開(kai)展的前提下,積(ji)極穩妥推(tui)進機(ji)(ji)構改(gai)革。無政(zheng)府(fu)(fu)性(xing)融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機(ji)(ji)構的州(zhou)(zhou)(zhou)(市(shi))要(yao)加快(kuai)機(ji)(ji)構新(xin)設,有(you)政(zheng)府(fu)(fu)性(xing)融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機(ji)(ji)構的州(zhou)(zhou)(zhou)(市(shi))要(yao)加快(kuai)增資(zi)(zi)(zi)(zi)(zi)(zi)、合并、重組,統(tong)籌推(tui)進縣(xian)(市(shi)、區(qu))級(ji)(ji)財(cai)政(zheng)出資(zi)(zi)(zi)(zi)(zi)(zi)入(ru)股州(zhou)(zhou)(zhou)(市(shi))級(ji)(ji)政(zheng)府(fu)(fu)性(xing)融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機(ji)(ji)構,原則上縣(xian)(市(shi)、區(qu))不(bu)(bu)再保(bao)(bao)(bao)留政(zheng)府(fu)(fu)性(xing)融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機(ji)(ji)構。鼓勵(li)有(you)條件的州(zhou)(zhou)(zhou)(市(shi))在(zai)經濟相對發達、小微企(qi)業和(he)“三農”主(zhu)體融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)需求旺(wang)盛(sheng)的縣(xian)(市(shi)、區(qu))設立辦(ban)事處,不(bu)(bu)斷增強(qiang)融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)服務能力(li)(li)。
(六)加(jia)強政(zheng)府(fu)性(xing)(xing)融資擔(dan)(dan)保(bao)(bao)機(ji)(ji)(ji)構(gou)名單(dan)管(guan)(guan)(guan)理。省(sheng)財政(zheng)廳要(yao)(yao)會(hui)同(tong)省(sheng)金融管(guan)(guan)(guan)理局等部門開(kai)(kai)展政(zheng)府(fu)性(xing)(xing)融資擔(dan)(dan)保(bao)(bao)機(ji)(ji)(ji)構(gou)確(que)認工作(zuo),建(jian)立(li)政(zheng)府(fu)性(xing)(xing)融資擔(dan)(dan)保(bao)(bao)機(ji)(ji)(ji)構(gou)名單(dan),并實行工作(zuo)考(kao)核,督促其實現法(fa)人、業(ye)務(wu)、財務(wu)、考(kao)核、管(guan)(guan)(guan)理“五(wu)獨立(li)”,避免政(zheng)策性(xing)(xing)業(ye)務(wu)邊緣化和(he)外部風(feng)險(xian)導入(ru)(ru)。分類監管(guan)(guan)(guan)評(ping)級(ji)B級(ji)以下、擔(dan)(dan)保(bao)(bao)能力不足、違(wei)(wei)法(fa)違(wei)(wei)規(gui)經(jing)營(ying)(ying)、出(chu)現重大風(feng)險(xian)的機(ji)(ji)(ji)構(gou)要(yao)(yao)退出(chu)政(zheng)府(fu)性(xing)(xing)融資擔(dan)(dan)保(bao)(bao)機(ji)(ji)(ji)構(gou)名單(dan),待整改完成后重新納(na)入(ru)(ru)名單(dan)管(guan)(guan)(guan)理。分類監管(guan)(guan)(guan)評(ping)級(ji)B級(ji)以下機(ji)(ji)(ji)構(gou),經(jing)濟(ji)效益及社會(hui)效益作(zuo)用發(fa)揮明顯、業(ye)務(wu)占比符合要(yao)(yao)求的,納(na)入(ru)(ru)政(zheng)府(fu)性(xing)(xing)融資擔(dan)(dan)保(bao)(bao)機(ji)(ji)(ji)構(gou)重點監管(guan)(guan)(guan)名單(dan),在限制經(jing)營(ying)(ying)范圍內開(kai)(kai)展擔(dan)(dan)保(bao)(bao)業(ye)務(wu)。
三、聚(ju)焦支小支農(nong)主業
(七)回歸擔保(bao)(bao)主業(ye)。各州(市(shi))政府(fu)性融資擔保(bao)(bao)機(ji)構要合理界定服務對象范圍,聚焦我省重(zhong)點產(chan)業(ye)鏈(lian)中(zhong)(zhong)的小微企業(ye)、個體工商戶、農(nong)(nong)戶、新型農(nong)(nong)業(ye)經營主體等,確保(bao)(bao)支(zhi)(zhi)(zhi)小支(zhi)(zhi)(zhi)農(nong)(nong)擔保(bao)(bao)業(ye)務規模和戶數占比(bi)達到80%以(yi)上。單戶支(zhi)(zhi)(zhi)小支(zhi)(zhi)(zhi)農(nong)(nong)擔保(bao)(bao)貸(dai)款金(jin)額(e)不(bu)超(chao)過2000萬(wan)元(yuan),其中(zhong)(zhong),500萬(wan)元(yuan)(含(han))以(yi)下的擔保(bao)(bao)金(jin)額(e)占比(bi)不(bu)低于(yu)50%。到2028年(nian),省級政府(fu)性融資擔保(bao)(bao)機(ji)構支(zhi)(zhi)(zhi)小支(zhi)(zhi)(zhi)農(nong)(nong)再擔保(bao)(bao)責任金(jin)額(e)占全部擔保(bao)(bao)責任金(jin)額(e)的比(bi)例不(bu)低于(yu)80%。逐步降低或(huo)免(mian)除支(zhi)(zhi)(zhi)小支(zhi)(zhi)(zhi)農(nong)(nong)貸(dai)款反擔保(bao)(bao)要求,原(yuan)則(ze)上100萬(wan)元(yuan)(含(han))以(yi)下的支(zhi)(zhi)(zhi)小支(zhi)(zhi)(zhi)農(nong)(nong)擔保(bao)(bao)貸(dai)款不(bu)設置資產(chan)抵(di)質押反擔保(bao)(bao)措(cuo)施。
(八)突出重點(dian)對象。政府性(xing)融資(zi)擔(dan)(dan)保(bao)(bao)機構要重點(dian)支持單戶擔(dan)(dan)保(bao)(bao)金額500萬(wan)元(含)以下的小微企(qi)業(ye)(ye)和“三農”主體(ti),優先(xian)為貸款信(xin)用(yong)記(ji)錄和有(you)效抵(di)質押品不足但產(chan)品有(you)市場、項目(mu)有(you)前(qian)景(jing)、技術有(you)競(jing)爭力的小微企(qi)業(ye)(ye)和“三農”主體(ti)融資(zi)提(ti)供(gong)(gong)擔(dan)(dan)保(bao)(bao)增信(xin)。在風險可控(kong)前(qian)提(ti)下,結合地方優勢特色產(chan)業(ye)(ye)創新擔(dan)(dan)保(bao)(bao)產(chan)品。持續優化(hua)支持重點(dian)產(chan)業(ye)(ye)結構,積極(ji)為重點(dian)產(chan)業(ye)(ye)鏈(lian)供(gong)(gong)應鏈(lian)中的企(qi)業(ye)(ye)及上下游(you)企(qi)業(ye)(ye)提(ti)供(gong)(gong)擔(dan)(dan)保(bao)(bao)服務,通過(guo)供(gong)(gong)應鏈(lian)金融實現業(ye)(ye)務聚散為整、集約作(zuo)業(ye)(ye)。
(九)引導降費(fei)讓(rang)利。政(zheng)(zheng)府(fu)性融(rong)資(zi)擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)機(ji)(ji)(ji)構(gou)在可持續經營的(de)(de)(de)(de)前(qian)提下要調(diao)降擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)費(fei)率。其中,單戶擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)金(jin)額(e)500萬元(yuan)(含)以下的(de)(de)(de)(de)業(ye)(ye)務(wu),各州(zhou)(市(shi))政(zheng)(zheng)府(fu)性融(rong)資(zi)擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)機(ji)(ji)(ji)構(gou)向小(xiao)微企業(ye)(ye)和(he)“三農(nong)(nong)”主(zhu)體收(shou)取(qu)的(de)(de)(de)(de)擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)費(fei)率原(yuan)(yuan)(yuan)則上不超(chao)過擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)貸(dai)款(kuan)(kuan)金(jin)額(e)的(de)(de)(de)(de)1%,省級政(zheng)(zheng)府(fu)性融(rong)資(zi)擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)機(ji)(ji)(ji)構(gou)向州(zhou)(市(shi))級機(ji)(ji)(ji)構(gou)收(shou)取(qu)的(de)(de)(de)(de)再擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)費(fei)率原(yuan)(yuan)(yuan)則上不超(chao)過擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)貸(dai)款(kuan)(kuan)金(jin)額(e)的(de)(de)(de)(de)0.12%。單戶擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)金(jin)額(e)500萬元(yuan)以上、2000萬元(yuan)(含)以下的(de)(de)(de)(de)業(ye)(ye)務(wu),各州(zhou)(市(shi))政(zheng)(zheng)府(fu)性融(rong)資(zi)擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)機(ji)(ji)(ji)構(gou)向小(xiao)微企業(ye)(ye)和(he)“三農(nong)(nong)”主(zhu)體收(shou)取(qu)的(de)(de)(de)(de)擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)費(fei)率原(yuan)(yuan)(yuan)則上不超(chao)過擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)貸(dai)款(kuan)(kuan)金(jin)額(e)的(de)(de)(de)(de)1.5%,省級政(zheng)(zheng)府(fu)性融(rong)資(zi)擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)機(ji)(ji)(ji)構(gou)向州(zhou)(市(shi))級機(ji)(ji)(ji)構(gou)收(shou)取(qu)的(de)(de)(de)(de)再擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)費(fei)率原(yuan)(yuan)(yuan)則上不超(chao)過擔(dan)(dan)保(bao)(bao)(bao)(bao)(bao)貸(dai)款(kuan)(kuan)金(jin)額(e)的(de)(de)(de)(de)0.15%。
四、健全(quan)銀擔合作機制
(十)創新銀(yin)擔(dan)合作(zuo)(zuo)模式。省(sheng)(sheng)級(ji)政府(fu)性(xing)融(rong)(rong)資(zi)擔(dan)保(bao)(bao)(bao)機(ji)(ji)構(gou)要推動(dong)與銀(yin)行(xing)業(ye)金(jin)融(rong)(rong)機(ji)(ji)構(gou)省(sheng)(sheng)級(ji)分支機(ji)(ji)構(gou)的“總對總”合作(zuo)(zuo),引導(dao)銀(yin)行(xing)業(ye)金(jin)融(rong)(rong)機(ji)(ji)構(gou)擴(kuo)大分支機(ji)(ji)構(gou)審批權限,在授信(xin)額度、擔(dan)保(bao)(bao)(bao)放大倍數(shu)、貸(dai)(dai)款利(li)率、續貸(dai)(dai)條件、免收保(bao)(bao)(bao)證(zheng)金(jin)、風險緩(huan)釋化解(jie)等方(fang)(fang)面為州(市)級(ji)政府(fu)性(xing)融(rong)(rong)資(zi)擔(dan)保(bao)(bao)(bao)機(ji)(ji)構(gou)提供(gong)更多優惠。支持(chi)政府(fu)性(xing)融(rong)(rong)資(zi)擔(dan)保(bao)(bao)(bao)機(ji)(ji)構(gou)與地方(fang)(fang)法人銀(yin)行(xing)業(ye)金(jin)融(rong)(rong)機(ji)(ji)構(gou)開展合作(zuo)(zuo),助(zhu)力(li)地方(fang)(fang)優勢特(te)色產業(ye)提檔升級(ji)。
(十一)明確(que)風(feng)(feng)險(xian)(xian)分(fen)(fen)擔(dan)(dan)比(bi)例。健全(quan)省級(ji)(ji)政(zheng)府(fu)性融(rong)資(zi)擔(dan)(dan)保機(ji)構(gou)(gou)(風(feng)(feng)險(xian)(xian)分(fen)(fen)擔(dan)(dan)40%)、州(市)級(ji)(ji)政(zheng)府(fu)性融(rong)資(zi)擔(dan)(dan)保機(ji)構(gou)(gou)(風(feng)(feng)險(xian)(xian)分(fen)(fen)擔(dan)(dan)40%)和(he)銀行(xing)業(ye)金融(rong)機(ji)構(gou)(gou)(風(feng)(feng)險(xian)(xian)分(fen)(fen)擔(dan)(dan)20%)的“442”銀擔(dan)(dan)風(feng)(feng)險(xian)(xian)分(fen)(fen)擔(dan)(dan)機(ji)制。符合國(guo)家(jia)融(rong)資(zi)擔(dan)(dan)保基金要(yao)求的業(ye)務(wu),省級(ji)(ji)政(zheng)府(fu)性融(rong)資(zi)擔(dan)(dan)保機(ji)構(gou)(gou)要(yao)積極爭取國(guo)家(jia)融(rong)資(zi)擔(dan)(dan)保基金再擔(dan)(dan)保風(feng)(feng)險(xian)(xian)分(fen)(fen)擔(dan)(dan),有效分(fen)(fen)散體系風(feng)(feng)險(xian)(xian)。對(dui)于貸款(kuan)(kuan)規模增(zeng)長快、小微企業(ye)和(he)“三農(nong)”主體戶數占比(bi)大的銀行(xing)業(ye)金融(rong)機(ji)構(gou)(gou),政(zheng)府(fu)性融(rong)資(zi)擔(dan)(dan)保機(ji)構(gou)(gou)可適當提高自身承擔(dan)(dan)的風(feng)(feng)險(xian)(xian)責(ze)任比(bi)例或擴大合作貸款(kuan)(kuan)規模。
(十二)推(tui)進數字融(rong)(rong)(rong)(rong)擔(dan)轉(zhuan)型。推(tui)動(dong)國家融(rong)(rong)(rong)(rong)資(zi)擔(dan)保(bao)(bao)(bao)基金(jin)(jin)SaaS系(xi)統州(市)業務(wu)全覆蓋(gai),完善(shan)云南省融(rong)(rong)(rong)(rong)資(zi)信用服務(wu)平臺(tai)功能,打造我省政府性融(rong)(rong)(rong)(rong)資(zi)擔(dan)保(bao)(bao)(bao)體系(xi)信息服務(wu)中樞,推(tui)動(dong)“政、銀、企”信息互通和(he)(he)共享(xiang)應用,結合(he)大數據、智能風控等(deng)金(jin)(jin)融(rong)(rong)(rong)(rong)科(ke)技手(shou)段,創新(xin)開(kai)發(fa)“信用+擔(dan)保(bao)(bao)(bao)”新(xin)型金(jin)(jin)融(rong)(rong)(rong)(rong)服務(wu)產品(pin)。銀行(xing)業金(jin)(jin)融(rong)(rong)(rong)(rong)機(ji)(ji)(ji)構(gou)要做(zuo)深(shen)做(zuo)實(shi)普惠(hui)金(jin)(jin)融(rong)(rong)(rong)(rong)考核激勵、資(zi)源傾斜、盡職免責(ze)等(deng)內部管理(li)機(ji)(ji)(ji)制,針對小(xiao)微企業輕資(zi)產特點,加大“首貸戶”支(zhi)持力度,與政府性融(rong)(rong)(rong)(rong)資(zi)擔(dan)保(bao)(bao)(bao)機(ji)(ji)(ji)構(gou)合(he)力開(kai)發(fa)適合(he)知識產權質押、應收賬款(kuan)、存單(dan)(dan)、倉單(dan)(dan)、訂單(dan)(dan)和(he)(he)保(bao)(bao)(bao)單(dan)(dan)融(rong)(rong)(rong)(rong)資(zi)的擔(dan)保(bao)(bao)(bao)產品(pin),提(ti)升小(xiao)微企業和(he)(he)“三農”主(zhu)體融(rong)(rong)(rong)(rong)資(zi)便利(li)度和(he)(he)可獲得性。
五、強化財(cai)稅正(zheng)向激勵
(十三)完善資(zi)(zi)(zi)本(ben)金(jin)(jin)(jin)補(bu)(bu)充機(ji)制。各州(市(shi))要綜合考慮支小支農(nong)擔(dan)(dan)保(bao)(bao)責(ze)任(ren)(ren)余額(e)、責(ze)任(ren)(ren)余額(e)放大(da)(da)倍數、風險防控(kong)等因(yin)素,建立可持續資(zi)(zi)(zi)本(ben)金(jin)(jin)(jin)補(bu)(bu)充機(ji)制。鼓勵(li)參與(yu)銀擔(dan)(dan)合作的銀行業金(jin)(jin)(jin)融(rong)機(ji)構向政府性融(rong)資(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)機(ji)構注資(zi)(zi)(zi)、捐(juan)資(zi)(zi)(zi)。省級財政要統籌中央和省級有關資(zi)(zi)(zi)金(jin)(jin)(jin),支持擔(dan)(dan)保(bao)(bao)放大(da)(da)倍數高、代(dai)償(chang)率控(kong)制在合理區間(jian)、功能作用發揮充分的州(市(shi))級政府性融(rong)資(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)機(ji)構壯大(da)(da)資(zi)(zi)(zi)本(ben)實力,優(you)先做(zuo)強做(zuo)大(da)(da)。
(十四)加大財政(zheng)補助力(li)(li)度。各州(zhou)(zhou)(市)要(yao)建立可持(chi)續擔(dan)(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)費補貼機(ji)(ji)制,確保(bao)(bao)(bao)政(zheng)府(fu)(fu)(fu)性(xing)融(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)(ji)構(gou)保(bao)(bao)(bao)本微利運行。省級(ji)財政(zheng)對省級(ji)政(zheng)府(fu)(fu)(fu)性(xing)融(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)(ji)構(gou)開展的單戶擔(dan)(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)金(jin)額500萬元(含(han))以(yi)(yi)下納入國家融(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)基金(jin)備案和(he)認證的支(zhi)(zhi)小支(zhi)(zhi)農(nong)直(zhi)保(bao)(bao)(bao)業務、1000萬元(含(han))以(yi)(yi)下的支(zhi)(zhi)小支(zhi)(zhi)農(nong)比例再擔(dan)(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)業務,按擔(dan)(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)貸款(kuan)金(jin)額的一定比例給(gei)予擔(dan)(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)費補貼。同時,根(gen)(gen)據支(zhi)(zhi)持(chi)小微企業和(he)“三農(nong)”主體在(zai)保(bao)(bao)(bao)責(ze)(ze)任余(yu)額、新增(zeng)擔(dan)(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)戶數、新增(zeng)擔(dan)(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)責(ze)(ze)任金(jin)額、新增(zeng)擔(dan)(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)責(ze)(ze)任金(jin)額增(zeng)速、與省級(ji)政(zheng)府(fu)(fu)(fu)性(xing)融(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)(ji)構(gou)合(he)作(zuo)業務規模等因(yin)素(su),給(gei)予州(zhou)(zhou)(市)級(ji)政(zheng)府(fu)(fu)(fu)性(xing)融(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)(ji)構(gou)以(yi)(yi)獎代補支(zhi)(zhi)持(chi),并根(gen)(gen)據工作(zuo)考(kao)核(he)結果進行調整(zheng),激發州(zhou)(zhou)(市)級(ji)政(zheng)府(fu)(fu)(fu)性(xing)融(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)(ji)構(gou)拓展業務內(nei)生動力(li)(li)。
(十五)科(ke)學建立代(dai)償(chang)補(bu)(bu)助(zhu)機(ji)制(zhi)。各州(市)財政(zheng)(zheng)部門要參照財政(zheng)(zheng)部做法,根據(ju)政(zheng)(zheng)府性融資(zi)(zi)擔(dan)(dan)(dan)保(bao)機(ji)構的(de)(de)業務(wu)規模、平(ping)均分(fen)險比(bi)例、基準代(dai)償(chang)率(lv)、基準擔(dan)(dan)(dan)保(bao)費率(lv)、基準資(zi)(zi)金(jin)運(yun)作收益率(lv)、基準成本費用(yong)率(lv)等因素合理(li)確定代(dai)償(chang)補(bu)(bu)助(zhu)資(zi)(zi)金(jin),結(jie)(jie)合工作考核(he)結(jie)(jie)果進行調整。壓實政(zheng)(zheng)府性融資(zi)(zi)擔(dan)(dan)(dan)保(bao)機(ji)構經營管理(li)責任,加強(qiang)與債權銀行的(de)(de)工作協(xie)同,推動代(dai)償(chang)機(ji)制(zhi)有效運(yun)行,實現(xian)風險補(bu)(bu)償(chang)后收支“緊平(ping)衡”,達到增(zeng)(zeng)(zeng)強(qiang)擔(dan)(dan)(dan)保(bao)能力、增(zeng)(zeng)(zeng)強(qiang)管理(li)水平(ping)、控(kong)制(zhi)業務(wu)規模、控(kong)制(zhi)擔(dan)(dan)(dan)保(bao)風險的(de)(de)“兩增(zeng)(zeng)(zeng)兩控(kong)”要求。
(十(shi)六)落(luo)實(shi)財稅(shui)(shui)扶持政(zheng)策(ce)。各州(市)人民政(zheng)府要建立(li)與本級政(zheng)府性融資(zi)擔(dan)保(bao)機(ji)構業(ye)務發展相適應的(de)資(zi)本金補(bu)充、擔(dan)保(bao)費補(bu)貼和代(dai)償補(bu)助機(ji)制,納入一般(ban)公共預算予以(yi)保(bao)障(zhang)。政(zheng)府性融資(zi)擔(dan)保(bao)機(ji)構的(de)代(dai)償損失核銷,參照金融企業(ye)呆賬核銷管理辦法(fa)執(zhi)行。對(dui)符(fu)合條件的(de)融資(zi)擔(dan)保(bao)公司(si)實(shi)施(shi)擔(dan)保(bao)賠償準(zhun)(zhun)備(bei)金、未到期責(ze)任準(zhun)(zhun)備(bei)金企業(ye)所得稅(shui)(shui)稅(shui)(shui)前扣除,以(yi)及(ji)免征增值(zhi)稅(shui)(shui)、西部大開發企業(ye)所得稅(shui)(shui)稅(shui)(shui)率優惠(hui)等政(zheng)策(ce)。
六、優化監管考(kao)核機(ji)制
(十七(qi))嚴格落實(shi)監(jian)(jian)(jian)管(guan)責(ze)任。省財(cai)(cai)政(zheng)(zheng)(zheng)廳對省級政(zheng)(zheng)(zheng)府性(xing)(xing)融(rong)(rong)資擔保機(ji)構(gou)(gou)(gou)要加強指導(dao),建立重大(da)事項報備(bei)制(zhi)度。各州(市)人民政(zheng)(zheng)(zheng)府作為監(jian)(jian)(jian)管(guan)責(ze)任主體(ti),要統籌發(fa)展和安(an)全,牢(lao)牢(lao)守(shou)住不發(fa)生系統性(xing)(xing)風險的(de)底(di)線。地方金(jin)融(rong)(rong)管(guan)理部(bu)門要完善支小(xiao)支農擔保貸款監(jian)(jian)(jian)管(guan)政(zheng)(zheng)(zheng)策(ce),統籌運(yun)用現場監(jian)(jian)(jian)管(guan)、非現場監(jian)(jian)(jian)管(guan)等手段(duan)加大(da)業務(wu)合規性(xing)(xing)檢(jian)(jian)查,督促指導(dao)政(zheng)(zheng)(zheng)府性(xing)(xing)融(rong)(rong)資擔保機(ji)構(gou)(gou)(gou)完善保前(qian)、保中、保后風險管(guan)理措施(shi),細化全流程全崗位盡職免(mian)責(ze)制(zhi)度。審計部(bu)門要加大(da)監(jian)(jian)(jian)督檢(jian)(jian)查力度,把(ba)政(zheng)(zheng)(zheng)府性(xing)(xing)融(rong)(rong)資擔保機(ji)構(gou)(gou)(gou)政(zheng)(zheng)(zheng)策(ce)落實(shi)、業務(wu)開(kai)展、資產質量、風險防控以及財(cai)(cai)政(zheng)(zheng)(zheng)資金(jin)使(shi)用效率(lv)等情況列(lie)入審計重點(dian)內容(rong),堅決懲治金(jin)融(rong)(rong)腐(fu)敗。
(十八)加(jia)大(da)風(feng)(feng)險(xian)預警防控。各州(市)人民(min)政府(fu)(fu)不(bu)(bu)(bu)得干(gan)預政府(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)擔保(bao)(bao)(bao)機(ji)構(gou)日常經(jing)營決策,不(bu)(bu)(bu)得違規要(yao)求政府(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)擔保(bao)(bao)(bao)機(ji)構(gou)偏離主(zhu)業(ye)(ye)盲目擴大(da)業(ye)(ye)務(wu)(wu)范圍或借用(yong)資(zi)(zi)本(ben)金用(yong)于融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)平(ping)臺債(zhai)務(wu)(wu)周轉(zhuan)。政府(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)擔保(bao)(bao)(bao)機(ji)構(gou)不(bu)(bu)(bu)得為(wei)(wei)政府(fu)(fu)債(zhai)券發(fa)(fa)行(xing)(xing)提供擔保(bao)(bao)(bao),不(bu)(bu)(bu)得為(wei)(wei)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)平(ping)臺融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)提供增信,不(bu)(bu)(bu)得對非融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)擔保(bao)(bao)(bao)機(ji)構(gou)進(jin)行(xing)(xing)股權投資(zi)(zi)。地(di)方金融(rong)(rong)(rong)(rong)(rong)管理部門要(yao)建立健全政府(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)擔保(bao)(bao)(bao)機(ji)構(gou)風(feng)(feng)險(xian)預警機(ji)制,堅決打(da)擊(ji)抽(chou)逃資(zi)(zi)本(ben)金行(xing)(xing)為(wei)(wei),加(jia)強風(feng)(feng)險(xian)分類管理,避(bi)免政府(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)擔保(bao)(bao)(bao)機(ji)構(gou)因(yin)自(zi)身經(jing)營問題引發(fa)(fa)系統性(xing)(xing)金融(rong)(rong)(rong)(rong)(rong)風(feng)(feng)險(xian)。融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)擔保(bao)(bao)(bao)行(xing)(xing)業(ye)(ye)協會(hui)要(yao)研究制定從業(ye)(ye)人員管理制度(du),提高人員素質,推進(jin)隊伍建設,不(bu)(bu)(bu)斷(duan)提升業(ye)(ye)務(wu)(wu)技能。
(十九(jiu))完善績效(xiao)考(kao)核(he)機(ji)(ji)制。云南金融(rong)監(jian)管局要將(jiang)銀(yin)(yin)行(xing)與政(zheng)(zheng)府性(xing)(xing)融(rong)資(zi)(zi)(zi)擔(dan)保(bao)機(ji)(ji)構(gou)(gou)合作(zuo)情(qing)況(kuang)作(zuo)為單獨指(zhi)標,納(na)入商(shang)業(ye)(ye)銀(yin)(yin)行(xing)小(xiao)微(wei)企(qi)業(ye)(ye)金融(rong)服務監(jian)管評價(jia)(jia)體(ti)系(xi),提(ti)升銀(yin)(yin)行(xing)開展擔(dan)保(bao)業(ye)(ye)務的(de)積極(ji)性(xing)(xing)。銀(yin)(yin)行(xing)業(ye)(ye)金融(rong)機(ji)(ji)構(gou)(gou)要對(dui)支小(xiao)支農業(ye)(ye)務實行(xing)內(nei)部資(zi)(zi)(zi)金轉移優惠定價(jia)(jia),切實降(jiang)低(di)小(xiao)微(wei)企(qi)業(ye)(ye)和“三農”主(zhu)體(ti)融(rong)資(zi)(zi)(zi)成本。各州(市)財政(zheng)(zheng)部門要完善政(zheng)(zheng)府性(xing)(xing)融(rong)資(zi)(zi)(zi)擔(dan)保(bao)機(ji)(ji)構(gou)(gou)績效(xiao)評價(jia)(jia)體(ti)系(xi),定期(qi)組(zu)織開展績效(xiao)評價(jia)(jia),突出(chu)支小(xiao)支農規(gui)模、優化擔(dan)保(bao)支持行(xing)業(ye)(ye)結構(gou)(gou)等導向,降(jiang)低(di)利潤考(kao)核(he)要求,加大風(feng)險(xian)防控比重,并將(jiang)考(kao)核(he)結果直接運用于(yu)政(zheng)(zheng)府性(xing)(xing)融(rong)資(zi)(zi)(zi)擔(dan)保(bao)機(ji)(ji)構(gou)(gou)的(de)經營業(ye)(ye)績考(kao)核(he)、領導任(ren)期(qi)激勵和工資(zi)(zi)(zi)總(zong)額(e)核(he)定。政(zheng)(zheng)府性(xing)(xing)融(rong)資(zi)(zi)(zi)擔(dan)保(bao)機(ji)(ji)構(gou)(gou)負(fu)(fu)責(ze)人(ren)薪(xin)酬及履職(zhi)待(dai)(dai)遇(yu)參(can)照地方金融(rong)企(qi)業(ye)(ye)負(fu)(fu)責(ze)人(ren)薪(xin)酬及履職(zhi)待(dai)(dai)遇(yu)規(gui)定執行(xing)。
(二十)優(you)化(hua)(hua)公司治理(li)結(jie)構(gou)。政(zheng)(zheng)府性(xing)融(rong)資(zi)擔(dan)(dan)保機構(gou)要(yao)按照政(zheng)(zheng)策引導、專業(ye)(ye)管理(li)、市場化(hua)(hua)運作的原則,加強(qiang)自身能(neng)力建(jian)設(she),推動建(jian)立“能(neng)擔(dan)(dan)、愿(yuan)擔(dan)(dan)、敢擔(dan)(dan)”的長(chang)效機制(zhi)(zhi)(zhi)。建(jian)立健(jian)全產權清晰、權責明確、政(zheng)(zheng)企分開、管理(li)科學的現代(dai)企業(ye)(ye)管理(li)制(zhi)(zhi)(zhi)度,建(jian)立完善決(jue)策、管理(li)、監督相互制(zhi)(zhi)(zhi)衡,激(ji)勵、約束相互匹配的內控(kong)機制(zhi)(zhi)(zhi),做實資(zi)本、做強(qiang)機構(gou)、做精業(ye)(ye)務、嚴控(kong)風(feng)險,實現專業(ye)(ye)化(hua)(hua)、精細(xi)化(hua)(hua)管理(li),不斷(duan)提升規(gui)范(fan)運作水(shui)平,打造忠誠干凈擔(dan)(dan)當(dang)的政(zheng)(zheng)府性(xing)融(rong)資(zi)擔(dan)(dan)保人才隊(dui)伍(wu)。
